The local government partnership responsible for finding a solution for managing the non-recyclable domestic waste of North Wales has appointed Wheelabrator Technologies Inc. as its preferred bidder. All five local authorities within the partnership have individually approved the appointment. The North Wales Residual Waste Treatment Project (NWRWTP) is a partnership between Gwynedd, the Isle of Anglesey, Conwy, Denbighshire and Flintshire County Councils, formed to divert non-recyclable household waste from landfill. The Welsh Government’s statutory targets require local authorities to recycle at least 70 per cent of household waste by 2025, and to landfill no more than 5 per cent of the residual waste. The Partnership has benefitted from a highly competitive procurement process, with bids received from many highly experienced companies in the Waste Management sector. The Partnership has been through a rigorous, challenging and detailed negotiation and scrutiny process with Wheelabrator before making this decision and is fully satisfied that Wheelabrator has developed a proposal which has environmental benefit and offers a value for money solution for years to come. The procurement process has demonstrated that recovering valuable energy from residual waste is the most cost-effective way of meeting our waste targets. The Partnership has confidence in the safety and performance of the leading edge and proven technology that Wheelabrator will be using. By appointing Wheelabrator as Preferred Bidder, the Partnership can now move forward to finalising the remaining details with them, with a view to awarding the contract during the summer. Wheelabrator will also begin the important process of consulting with local residents around the site, with the intention to submit a planning application later in 2014. Wheelabrator has nearly 40 years experience in building and operating energy recovery facilities to manage waste sensibly. It is proposing to build and operate an efficient, modern and high-performing energy recovery facility at a currently undeveloped site adjacent to the Shotton Paper Mill, at the heart of the Deeside Industrial Park. There are more than 450 operational energy recovery facilities across Europe today and the technology Wheelabrator intends to use is both reliable and highly sophisticated. It is used in a good proportion of those facilities with an impressive track record of reliable and safe operation. Gary Aguinaga, Vice President, UK Operations at Wheelabrator, said:

The construction and operation of the new energy recovery facility would mean the creation of new jobs, and supply chain opportunities for local businesses for many years. Wheelabrator will share more details on its draft proposals over the coming months.
